If she thinks Carly let go of her that night on the cliff, she may be more vengeful than ever and that definitely can’t be good to the woman she’s tried to torture for years now.
Also, what fun is Nelle if she’s dead? We are now to believe she is the daughter Nina (Cynthia Watros) has been searching for and the child we have heard about since 2014 when Nina first appeared in Port Charles. How would that lead to a compelling story with years of fallout if Nelle were no more?

Even if he got sidetracked, you still believe he did his duty and identified her body correctly. Would he really have let some stranger identify Janelle?
