Victor promised Lily (Christel Khalil) that he would give her Chancellor if she helped him blackmail Cane (Billy Flynn). Lily helped him blackmail Cane. Victor gave Chancellor back to Nikki (Melody Thomas Scott) with a “Psych!” to Lily.
